Hello Hildebrandt, based on the information of your post it sounds like you previously had access to the Ritual Caster feat, is that correct? Did you purchase it (or the Player's Handbook) or was the character that had access to it inside of a campaign where another user who purchased it was sharing it with you?
I'm having the same issue. I have both those things turned on, but the Ritual Caster isn't showing up on the list. I can see all the other feats just fine. Also, I should have access to any of the source material required, since the character is in a campaign where someone is sharing a subscription.
Edit: I tried turning the feat setting off and back on, it didn't work. Ritual Caster still isn't appearing.
That character doesn't seem to meet the prerequisites for the Ritual Caster Feat.
Could you please check if these toggles are checked in the character builder, and if they are, turn them off and check if the feat appears.

Does your character have an Intelligence or Wisdom of 13 or higher?

Just to check, because I know people have had issues before and it might be at play here, to be turned on the bars should be red and to the right.What Timer said was right. Ritual Caster requires 13+ Wisdom or Intelligence. Your character doesn't meet the requirements.
