I have a level 8 warlock which means i get an ABS or feat, so i want the lucky feat. However, It isn't allowing me to choose any feats except a homebrew feat i have for a different campaign and the grappler feat. It feels so random and since im paying money I feel like I should be able to use a feat ive used multiple time before... any advice or reasons why this might happen?

When you say you're paying money, what do you mean? If you've purchased a sourcebook (such as the Player's Handbook) that contains feats, or individual feats, then yes you should have access to them.
If you have a subscription, that will not grant you feats by itself. You would need to have a master tier subscription with content sharing enabled in a campaign where someone else has unlocked the feats. And even then, the character you're levelling up would need to be in that campaign.
So I've been able to use feats in the past without purchasing the full source book, did they change that? Will I need to have the full source book in order to get access to feats now?
If you've been able to use feats before, then you have been in a campaign with content sharing turned on, or in a campaign where someone homebrewed them.
You can just purchase the feat you want, or all the feats; you don't have to purchase the entire sourcebook

They haven't changed it, access to feats (along with all other non-SRD content) requires one of the following:
You to purchase the book that contains the content
You to purchase the individual pieces of content a la carte
You to be in a campaign with
content sharing enabled
someone to have the content purchased
If you haven't purchased anything, it's most likely you were in the third situation and didn't realise? Nothing to DDB's content access has changed with the exception that they recently increased the number of campaigns with active content sharing from 3 to 5.
You will need to either rejoin the campaign that you were accessing the content through, buy the feats you want, or purchase the sourcebook that contains those feats.
