Being over-encumbered doesn't effect the Mobile feat.
My guess is that the Mobile feat that character has is homebrew. You can tell because it doesn't have a source after it. The official one will be "Mobile · PHB, pg. 168" - while that character just has "Mobile". Probably means the homebrew feat hasn't been made properly.

Spideycloned, try removing the feat, then click on Inspiration (next to Speed) twice, then refresh your page, then re-add the feat.

Oddly enough this is a copy of a character that originally had a working Mobile feat.
