You must be playing a class that gets access to leveled spells to have those spells added to your spell casting list. You do not get the spells for free, they simply become options for you so depending on what class you picked and what marked race you picked they may just show up as normal spells.
I didn't have any issue getting the spells when I just made a Mark of passage Human Cleric to test it.
The spells from marked human of passage aren't in my spell list, tried to add a spell casting class but that also didn't work.
