The College of Eloquence first appears in Mythis Odysseys of Theros, which is a Magic: The Gathering setting. This means it needs to be toggled on using the Magic: The Gathering toggle, even if you acquired it through a reprint like Tasha's Cauldron of Everything.

In that thread is the following:
SOURCE TOGGLES. Note that some of the subclasses presented in Tasha's Cauldron of Everything, have been previously published in other sourcebooks, such as Mythic Odysseys of Theros. On D&D Beyond, content is primarily sourced to the first sourcebook where it appeared. This means for subclasses such as Bard: College of Eloquence, or Paladin: Oath of Glory, you will need to enable the source toggle for "Magic: the Gathering Content" to use these subclasses.
So, please check the Magic: The Gathering toggle is on. If it is and you still have problems please post in that thread I linked - it is more actively browsed by moderators, staff and forum peeps who can help you, so you are more likely to get help faster.

Content toggles are determined by the first book an option was published in (with the exception of artificer). College of Eloquence was first published in a Magic: the Gathering book, so it is classed under the Magic: the Gathering content toggle
The College of Eloquence seems to be missing from the D&D Beyond character builder.
It is possible to do a work around using the home brew section, which interestingly enough has the College listed as a template.
You need to have purchased Mythic Odysseys of Theros in the marketplace to get access to this subclass.
And ensure the Magic: The Gathering toggle is on (red).
