Dissonant Whispers unfortunately is not in the SRD. They will add a lot more content in later phases. Hope that clears up any confusion :).
Okay, I'm very new to dnd, so can you explain what the SRD is exactly? I play a bard, and Dissonant Whispers is in the player handbook I have. I just assumed that the players handbook was a basic guide and that it must be the same as the SRD everyone has been mentioning. What is the difference?

OGL is the Open Gaming License (this is the public copyright notice to allow permission for the game to be modified, copied and distributed)
and SRD is the System Reference Document. Confused? (this will be a list of the rules that is listed under the OGL)
So basically its the basic rules of D&D 5th Edition which can be distributed for free and to the public. The Rules you found in the Starter Set.
The Players Handbook, Dungeon Masters Guide, Sword Coast Adventurers Guide, Volos Guide to Monsters and all the campaign books are not part of the SRD/OGL.
As @Wish mentioned, the SRD (System Reference Document) has the cut down version of the rules that WotC offers for free under the Open Gaming License (OGL). Because no one would buy the PHB, DMG, and MM if all the Core rules were free, this is why stuff is missing. Also, due to certain licencing, some spells get renames: Melf's Acid Arrow becomes Acid Arrow, Bigby's Hand becomes Arcane Hand, etc.
Without going through and counting, it's roughly 35-40% of the spells are NOT included in the SRD, and 50-55% of the Monsters. Also some of the additional rule sets from the DMG (and Magical Items) are also not included in the SRD. IT's why you see a lot of threads similar to this one
Due to the way the OGL and SRD work, authors that want to publish their adventures on sites like DMsGuild need to ensure their stuff is compliant (so no using monsters and stuff that is in the SRD).
