My summary of the issue. Given that Shadar-kai do not have the word "elf" in them, searching elf doesn't show them. My guess is that it is actually searching the sub-category or at a minimum filtering out results that don't match.
Meaning, If I search for "Elf" I would expect any subraces that match a category name to display all subraces in that category. Now if a race category doesn't match, show the subraces.

The search box is though, as you've discovered, for searching on races & subraces that you can select. You can't select "Elf" as a race (it's a parent race) so all of the subraces under it are filtered based on your search condition of the word "Elf"
Here's the list of the full names of the elf subraces - as you can see, three of them don't have Elf in the name of the subrace - these are the three that don't appear when you search on Elf.
If you're looking for a subrace of Elf, the best course of action is to click on the Elf parent race and then see what the subraces underneath it are.
As the number of races & sub-races increases, I think it is worth the team looking at this behaviour though, to make the behaviour more intuitive.
