I have been trying to create a custom arrow using the +1 arrow as a template, but it won't save once I finish modifying it because "ammunition" is not an option under the base weapon choices. Using the template simply leaves it blank, which the software does not allow if you try to save the item. Is it possible for a hot patch to be released with the option for ammunition to be chosen as a base weapon type for creating custom arrows, bullets, etc?
I think this will be a long time coming. They know about the issue, but it is apparently tricky to resolve. (Keep in mind that the base damage done by arrows is determined by bow type, not arrow type, which I believe is part of the problem.) I'm hoping they address it when they revamp homebrew, but that is a ways down the road yet.
