The problem with that is multiple homebrew with the same name, or changing the homebrew's name in an update. I have seen them say they are considering ways to implement homebrew tooltips (and I have even suggested using homebrew id numbers).
Yes, if having an ID (GUID) I could reference would definitely work. It would also be great if I used a name that is in my own collection, it would assume that is the one I'm after.
There are some technical hurdles to overcome, sure to the being hundreds of official spells, but literally millions of published homebrew.
I noticed homebrew URLs all have a number (assuming they are an identifier assigned at moment of creation). This is what I suggest using. It could be as simple as [ homebrew]########;Name[/homebrew ] this uses the same format tooltips already use with no special coding for them.
More work would be pushed onto the user, but I think it is a low cost for the convenience and this won't be used in forums nearly as often anyway (I can't use the game rule tooltip without checking guide either, so same idea).
The technical issues aren't around getting a tooltip to function the way you outline, though thank you for that!
From what I understand, it's more what happens if we have millions of homebrew tooltips using the current system calls.
So a directory traffic concern. I can see how that could be an issue (my education is in setting up networks not managing them, and no actual experience, so I can only speculate).

It would be great to be able to use a tool tip in a home brew magic item to reference a home brew spell with the [spell] construct.
