i'd love to get the discount of the bundle but i don't really want/need all the adventures - i'd love to buy a rules only bundle. i know i can buy them all individually ... but maybe a less deep discount for all the rules?
This would be such an awesome thing it needs more votes. I don't want to buy the official adventures here - the ones I intend to run or borrow from I already have in hardback, and I don't really care for the rest, especially the ones I have already finished running. And I definitely don't want to give access to those I am currently running to my players, but there's no way to control that for now, so not buying those is the next best workaround.

I second (or third I guess) this. I prefer making my own adventures (especially now that Eberron is available) and don't need pre-made ones. A bundle with reduced pricing for the rules books would be ideal.
Yeah, rules only bundle would be nice. My cart total is $239.91, which is kind of absurd for my college budget. I know Critical Role has promotional discount codes sometimes, but I'd rather get that to an already bundled item. I've got access to everything through other means, but this really beats the shitty tools I made with google sheets.
I eventually did buy the legendary bundle, but I started by buying all the player option bundles individually, then all the rule books individually, and finally when I could afford it, I bought legendary bundle.
Has there ever been anything said on this? I'm new to DnD myself in the last few months and find in DMing I prefer to just do my own stuff. In the end, I've bought all the rulebooks in hardcover and TofYP. I've also rebought most of the rule books on DnD Beyond. Coming in this late there isn't much point for me to buy all the adventures. Maybe when 6E comes out I can easily just buy them one at a time and keep up with it and I might use bits here or there from them even. A rules bundle would be perfect.

At the top of the website under compendium, they break it down into rules and adventures. I'd love everything under rules in a bundle and get a percentage off going forward with that like the legendary bundle.

The short version: look at the site menu above. Look at the "Compendium" section. It is divided into two subsections: "Rules" and "Adventures". We'd like a bundle that only contains materials in the "Rules" subsection (and maybe another bundle for "Adventures", but I can bet my morning croissant that less people would buy that.)
The long version:
There are books describing options and rules for players. These are PHB, XG, SCAG; Volo's and MTM also has some character options. There are books describing options and rules for DMs. These are the DMG, MM; also Volo's and MTM has a lot of things for the DM. These books have rules, monsters, items, and other things that can come up while playing.
There are also adventure books. These are totally optional adventures, that might have some specific monsters and items, but most people prefers to run their own adventures and campaigns instead. I don't need to know the encounters in the Old Bonegrinder in Barovia, or who's behind the events in Storm King's Thunder, or practically any details from any of the adventures, and especially don't need (or want) to make them available for my players. They don't contain rules or options that should (or could) be used in a totally different setting. The only exception is the Player Material for Elemental Evil; which is available as a separate material and is included for free for everyone already.
Thus a bundle that collects the material under the Rules section but omits anything that counts as an Adventure would make total sense.

Yeah, you got it gist of it in the long version. We all (at least on this comment thread) think a bundled price of everything under "Rules" in the compendium would be nice. It would be for those who want access to the mechanical content without spending the extra cash on pre-written adventures we won't ever use. They don't bring any new options to the table, and none of us (on the assumption this whole post is on the same page) really want them.

Totally agreed! It really helped me to get the sourcebook bundle as a stepping stone toward the legendary bundle later!

Long story short, I 100% would have bought this.
It seems like a no-brainer to me. Rules Bundle would be most popular, could probably do an Adventures Bundle as well.
