I was just wondering why we can't create characters on the app like we can on your website this would be an amazing feature or is it just not accessible to me because I live in South Africa?

Viewing your character sheet on the app is coming, it's on the roadmap. Creating a character in the app isn't on the roadmap yet. It's got a lot to do with how complicated it is to creating syncing architecture for a content rich system. They don't want changes and such getting lost or messed up. For example, it'd suck if your app hadn't updated and thought you had a character slot free, so you made an awesome new character. But then the app syncs up and realises that you don't have that free slot and your character is now gone. Stuff like that.

I don’t think you answered their question. “How do I get to it in the app?” “Oh, you go into the app and get to it!”

First you want to check you're in the D&D Beyond Player App, not the compendium app.
When you launch the app, you'll be taken to the character select screen, which looks like this:
At the bottom of this display is the option 'Create New Character'. Tapping that will launch the in-app browser and take you to the D&D Beyond mobile site character creator.
I’m loving the character builder. The only issue is that it seems like some things are missing (Dissonant Whispers for 1st level bards, for example). Are these just bugs we should report, or is the character builder not up to all of the content yet by plan (as I type this, I realize I should check the roadmap)?

Have you purchased the PHB here? The only content that is available for free is the SRD/Basic rules, the Elemental Evil Playerks Companion, UA material, and a few things from Matt Mercer.

I have not, but I'm in a campaign with a DM who's sharing resources and he's got it. Does that character have to be in the campaign?

It is literally being developed right now. The app is in beta, it can't do all the things the site can.
[Edit]Oh is it just the character sheet and not the character builder? Either way: beta, planned features, etc.
Any updates on character sheet viewing in app?
There will be a separate app for the character sheet. It just entered internal alpha (DDB staff are using/testing it)

You need to download and login to the mobile app (dndbeyond.com/player-app).
Once it's synchronised, it should then show any characters you've created for you to view their sheets through the app.
For your second question about how to make a character in the app, there's a hovering link at the bottom that reads "Create New Character".
If you click on that it launches the mobile site's character creator.

If you are in the DDB Player app (not the reader app), the “create New character” should be at the bottom of the screen when you open the app
