I'm not new to D&D, but I've been away for a lot of years. I came to this site almost by accident while looking for resources for a friend's daughter who wanted to start playing.
I was looking through the characters & character races & I didn't see Kender or any of the Dragonlance character races anywhere.
Is Dragonlance no longer part of the D&D family? If so, why no way to create Dragonlance characters? If not, are there any modern Dragonlance-specific resources I can look into??
Dragonlance hasn't made it's way to 5e yet, no. So none of their plane specific options will show up anywhere as 5e official. However, there is strong speculation at the moment that it'll be released VERY soon.

This website only uses published material from the current edition and there have not been any Dragonlance-specific options as of right now for 5th edition. That doesn't mean you can't reflavor existing races to fit the concept you are going for. If you want a gully dwarf, pick one of the dwarf options and just make INT your dump stat. If you want a kender, just pick one of the halfling choices and roleplay being a naive kleptomaniac... though the rest of your party might have a problem with that.
And?? Why can we not build a Kender or a Gully Dwarf??
Short answer: because the Forgotten Realms are the default setting for 5E and there is no Dragonlance sourcebook to expand the racial options with DL-specific races (yet).
Slightly longer answer: we totally can, we just have to homebrew them (for now).

There are also no Draconians and there are a few other races they haven't done from DL, I need to look it up later.
The Draconians should not be allowed as playable races, they are the utterly evil elite shock troops of The Dark Queen Tarkhesis.
Lord Ariakis created draconians from chromatic dragon eggs when the War of the Lance was about to reach its conclusion. Very few survived, but they exist. They're pretty much Dragonlance's draconian version of the Realms good-aligned Drow.

Maybe a particular draconian had a change of heart and defected. No reason you can't use one of the existing dragonborn races to emulate one.
Except that a lot of them are unbalanced as PC races.
One could make that argument for the Unearthed Arcana ones that were just released, but I have played as or run games with both the PHB dragonborn and the Wildmount ones and have seen nothing that would be too powerful. More races than not have darkvision and the damage resistance to one type isn't over the top. The breath weapon, forced presence, and vengeful assault can only be used once per short rest. If you feel that they are being used too often just cut down on the number of rests the party can safely take in a day.
Is Dragon Lance likely to become any part of D&D now that the novel has 'detached' itself from the franchise? I would not expect to see any Dragon Lance flavor anymore.

The new novels will still be published through WotC, the dispute was settled.

The setting for me, the clear distinction of Good v Evil, the Knights of Solamnia, the way that they dealt with magic. Kender, Gully Dwarves, and Gnomes - oh my!

He's an involuntary kleptomaniac - you'll find a table of stuff there to roll on to figure out what's in his pockets, results 65 through 100 are 'the party's stuff'. He's also fundamentally incapable of understanding property or possession, he doesn't know the mores or laws of society, and he has a childlike glee and wonder for all things that causes him to, much like Dee-Dee in her brother's laboratory, push every button, pull every lever, touch every shiny, and otherwise dive face-first into every terrible situation I can find. Isn't he great?!"
My response would be as follows:
1.) Place the character sheet on the floor. 2.) Retrieve my 'Rejected' stamper. 3.) Affix the stamper to the player's head. 4.) Suplex the player into the character sheet. 5.) Check for accuracy. If the stamp missed the sheet, repeat Step 4 until sheet is properly rejected.

Any Kender trying to join a party I’m in is getting set on fire the first night in camp.
Good luck trying to do that after your flint, tinder, and spell components have mysteriously disappeared.
I recommend an alternative strategy of setting fire to the character sheet.
Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
