My question i have is: Are there anyway to give a character a feat, that is not through leveling up?
I have currently not found a straight way to do so. The thing i do when a give a player a feat as reward, is through a homebrewed magic item. A item that does nothing but give the character the rewarded Feat.
Is there any plans on making giving feats possible?
I believe there are plans in the works to allow this, but no timeline for it given. You are correct that a homebrew magic item is a good workaround. For characters that have reached a level where they have an ASI or feat choice, another option is to choose the feat and then add the ASI additions to the "Other modifier" section in the Abilities tab in the edit character section.
