Content Management (what you both describe) is on the short-term road map. There is no ETA for this, but you can tune into the Development Updates on Thursdays at 9:00am PT to keep an eye on its progression. :)

The word participants was extremely vague and and the word players was just down right misleading. If you have a campaign that you've shared with 4 people and they each have 3 characters, you will not be able to add in another character to that campaign, even an NPC character sheet for yourself. So the FAQ thread should probably be updated from "Each campaign can have up to 12 participants (13 counting the DM)" to "Each campaign can have up to 12 characters." BIG DIFFERENCE!

Campaign modules can have an unlimited (afaik) amount of character sheets in it. My campaign currently has 14 different character sheets, between 14 different players. I just manually added 3 more making it 17 active characters in the campaign. I believe what you're thinking about is actually the fact that the Master Tier sub can only work on 12 character sheets PER campaign module. Meaning only the (I assume) first 12 characters active in the campaign module will have access to all of your content shared via the Master Tier sub. When you have more than 12 characters, you can disable characters that aren't currently being used or don't need access to your content sharing at the moment to allow the rest of the group to use it.
The question I have about this is, is it the first three campaigns total, no more ever, or three campaigns in total? As in, if i delete a campaign, and start a new one, is that still three campaigns total, or is that a fourth that i can't share my stuff with?

Hi there! It's 3 campaigns total. You can switch which campaigns have sharing active as you choose.
If someone with master purchases the source books, do all the races and classes become available for the people they're sharing with? Or is it only the compendium that becomes available?
Anything purchased becomes available. If you have the master tier and the books anyone in the same campaign module as you, if you have content sharing enabled, will have access to all of your purchased content.
A few points of order however:
You do not have to have the master tier sub and the books. As long as someone has a master tier sub and has enabled content sharing all books purchased between everyone in the campaign module become available to everyone. If you play with some good friends and plan to play together a lot you can ease the cost of purchasing it all by everyone in the group buying a few of them.
No matter who is actually sharing the content, and who owns it, the DM gets to choose what content is shared with the players through the content sharing button in the campaign module.
Only characters in the campaign module get affected by content sharing. If you create a new character outside of the campaign where content sharing is enabled, they will not have access to all the extra content, even if you are in that module with another character. You'll only have access to the books you, yourself, actually own.

A quick question: what happens if I subscribe at the master tier and share my purchased content with my players, and they create characters with that content, but I have to back out of the master tier at some point? Do their characters created with that purchased content become locked, or are they still usable and it's just new characters that cannot be created using my purchased content?
Anything currently active on the character stays that way. People still have access to the feature on the character sheet (whether it's an item/subclass/feat etc), but if they change it or remove it after the master tier is gone, it's gone for good as well.
To add onto @ArwensDaughter, assuming you have a master tier sub, you need to go into 'my campaigns' and click 'view campaign' for the campaign you want to enable content sharing for. You should see a large button that says 'Enable Content Sharing' on the left hand side of the screen.
It will look like the picture in the spoiler, except it will say enable instead of disable.

That's what's confusing me because there are only 11 players and 29 active characters in the campaign. The campaign was made just so we can use the DM's content for making characters, and I have hero tier so I can make unlimited characters. So I'm not asking about how many players can be in one. Do you have a master tier subscription? Only folks with a master sub can turn on content sharing.

According to the subscriptions page (https://www.dndbeyond.com/subscriptions), sharing is limited to 12 players, not characters.
