If you take a Master tier subscription (Hero is not enough, must be master) you can enable content sharing in up to 5 campaigns you're a part of either as DM or as a player. All content anyone in that campaign owns will be shared with anyone else in the campaign by default - regardless of whether they have any kind of subscription - though the DM/campaign owner can block individual sources if so desired.

If I subscribe to DndBeyond am I able to share content with people who aren't subscribed or does everyone need to subscribe.
The subscription levels are clearly outlined here.
If you subscribe at Master level, you can share content purchased through D&D Beyond with non-subscribed players.
