The only way I can think to turn a familiar into a person is with the 9th level spell True Polymorph and that's just for up to 1 Hour.
Basically Familiars are a spell effect. It doesn't matter if you cast Find Familiar or Find Steed. The main difference is one is 1st lvl Wizard spell the other is a 2nd lvl Paladin spell. Also, Find Familiar doesn't alter the Intelligence of the familiar, while Find Steed boosts it to 6. Both are actually spirits that take the form of the animal in question, and so it's statistics.
Unlike previous editions when the familiar was a class feature, it's now just a spell with an effect that last as long as that spirit is "alive". It can do anything within the bounds of the spell.

The good news is if you concentrate on True Polymorph for the full duration, it lasts until dispelled. The bad news is it can still be dispelled (or suppressed in an Antimagic Field.)

Some creatures like Pseudodragons can voluntarily become familiars, if the DM allows it; that has its own set of rules that have nothing to do with the Find Familiar spell. Also, the mount summoned by Find Steed isn't actually a familiar, though it serves a similar purpose. You can have a bonded steed and a familiar from Find Familiar at the same time.
