so i just found this site and i was wondering if varient tieflings were something here, cause one of my characters was a winged tiefling but i don't know how to do that here
Variant Tieflings must be first unlocked by purchasing them in the Marketplace.
Most of them can be found under the Sword Coast Adventurer's Guide and Mordenkainen's Tome of Foes. You can buy them individually or as bundle or just buy the guide. If you buy just the variants then the price for the full guide will be reduced by the cost paid.
If you do not want to purchase the variants and have access to them elsewhere you can create homebrew copies of them for private use.

Yes, but you'd need to purchase either the Sword Coast Adventurer's Guide from here or the variant by itself in order to use it in the character builder.
Failing that, you could build a private homebrew version for yourself and use that.
