If content sharing is enabled on a campaign, all content owned by anyone in the campaign is shared with everyone in the campaign. It doesn't matter who has a subscription and who doesn't; it doesn't matter who's a DM and who isn't. Everything is shared with everyone.
Only the person who actually clicks the button to enable content sharing (which can be either the DM or a player) needs to have a master-tier subscription.
In your example, everyone in the campaign would have access to both the PHB and the supplement.
