How does content sharing work?

In your example, everyone in the campaign would have access to both the PHB and the supplement.

This might have been answered already and I missed it, but what if we have two people in a campaign with a Master tier subscription and the GM (not me) enabled content sharing, can the campaign see and use the items I have purchased, or is it only content the DM has purchased?

If content sharing is enabled on a campaign, all content owned by anyone in the campaign is shared with everyone in the campaign. It doesn't matter who has a subscription and who doesn't; it doesn't matter who's a DM and who isn't. Everything is shared with everyone.

Only the person who actually clicks the button to enable content sharing (which can be either the DM or a player) needs to have a master-tier subscription.
