If this is an issue for you then I'd recommend taking a look at Owlbear 2.0 as you're able to edit player permissions. The free tier is plenty enough for a casual DM with 1 or 2 campaigns and it's fairly easy to learn. (There's also a subreddit where you can ask questions and the devs check that from time to time.)

Even if there's no way...speak to your players. If they're doing it as a joke, tell them it's annoying you and ask them to stop. If they persist...then you have bigger problems than a monster moving without your permission.

He also spawned a Tarrasque token while I was trying to set up because Maps did not save my configurations (i.e. token placements, maps put down to use, etc) and I had to quickly put together the encounter I had planned during the first actual session. There was also the lovely moments where my players could not even load the maps I had put down for at least fifteen minutes...
I really don't want to have to third party it either but Maps is far too early stage to be viable for a less than experienced DM like myself.

If you’re players are that big a problem, and you tell them repeatedly to stop and they ignore you, then it maybe time to consider finding new players.

You don't need experience to simply stop the session until your players quit goofing around. They're there to play D&D, right? And if you're playing with people who truly don't care about your own fun, you have a problem no piece of software can solve.

^ Indeed - and even once it's out of Alpha, Maps is meant to be a no-frills quick VTT like Owlbear Rodeo that can run on anything with a web browser like a mobile phone. It's not designed to have the more complicated permissions and scripting setups that something like Roll20 or Foundry can achieve.

As a DM you don't need the Maps/VTT/whatever to stop that. You, as the DM, can just go "stop that or we don't play" and if they continue - stop the game. If they keep it up, just drop the group and move on to a new group.
What they want and what you want seem to be different. If that cannot be reconciled then it will be nothing but headaches, frustrations and resentment. It will be "bad D&D" and as the wise sages say: No D&D is better than bad D&D.

Players being able to move tokens and spawn new ones is completely fine, it means the DM doesn't have to do everything. The OP's problem is that they're playing with children, not the platform.
If you're playing on a physical tabletop with a battle map and tokens, people can move monsters or doodle on the map, so it's not like any of this is a new issue. There's some value to a VTT having tools to block disruptive activity, but in the end it's up to the players.

You can only work with what you have. If it weren't for my FLGS, I'd probably rarely if ever play 5e. I'm lucky that while they have a sense of humour, they know when to stop - I rarely have to say anything, and even then, it's never because they're being intentionally disruptive.
Is the problem that they can't or won't govern themselves? Sure. But being able to lock them out of certain things would be helpful. It's an easier solution than having to find a new group...with the potential issues that come with that.

that would seriously cause me to not want to use that VTT
this is why i use Roll20. I can lock players out of any token i need to.

You can just show them the Spectator view. They won't be able to move/spawn/whatever anything.
