Say this week is my game. I log in pull up my game and we’re all able to play. But next week it’s “Andy’s” campaign, could he sign on and using the content and DM? Or would he have to get his own legendary package?

Short answer is yes. As long as content sharing is on in the campaign then all content is shared. You may need more than one master sub depending on how many games.

You can if you have the books on dndbeyond and the master subscription share in 3 different campaigns with each campaign having 12 characters in it.

I think that your question was not quite understood. I believe responders thought you were asking about having separate campaigns ("rotate whose game we're playing"), with separate characters, and having multiple campaigns with campaign sharing.
You can have 3 campaigns with campaign sharing turned on if you have the master subscription. So you would have 1 campaign with you as DM, and x, y, z as players, and campaign sharing turned on. Then you'd have a second campaign, with X as DM, and you, y, z as players also with campaign sharing turned on.
I have my game with: a, b, c, d, and e as players. Player “a” also has a game he is DMing and I was trying to see how he would be able to use the material I have on D&DBEYOND.
So at that point it would be “A” as DM and b, c, d, e, and myself as players.

Anyone in your campaign will have access to the Compendium content for what you ((and anyone else in the campaign)) own, and when they make characters inside the campaign, those characters can access the shared content.

They are two different games, just to clarify. That’s the reason why I I was asking.
Yeah as long as someone has a master sub it shouldn't be an issue
