Everyone in the campaign can read the digital books that anyone has, once the sharing is enabled.
Is this still the case? My players seem to be able to create characters with all the options from purchased sourcebooks, but they can't read the material if they navigate to it under "sources".
The DM of the campaign in which sharing is happening has the ability to turn off access to the books on a book by book basis. Players still have access to character options in the builder from books that are "turned off," but they can't access the text of the book unless they own it themselves.
I have a couple of questions on this but want to provide an example for context:
Person A is the DM of a campaign on DnDBeyond. Person B has lotsa books so they are the one doing content sharing on Person A’s campaign. Person A buys a sourcebook on DDB that Person B doesn't have, lets say its FToD. I know characters in the campaign will have access to the spells, items, etc that are in the book. But can the user accounts of the character players access the books other content in DDB?
Can a player go and read the Dragon's Minions section?
Can they view stat blocks for the monsters?
Is there a way to share that part of the content with other players or does one need to own the book in order to view that content?

Yes, players have full access to all books shared through content sharing. There's no way to limit the amount of access players have, but it's possible for Player A to copy all homebrew material in a book instead of sharing it.

The DM can turn off access to the compendium portions of books, even if they are not the one who has turned on content sharing. In fact ONLY the DM of the campaign can turn off access to compendium content. So if person A as DM has turned off access to the compendium of FTOD, players would not be able to read the Dragon’s Minion’s section (unless that play owns the book, or is in another campaign where it is shared and not turned off). I believe that players can still look up monsters int he monster listings (Game Rules>Monsters) in this instance, but I’m not absolutely certain and don’t have a way to check.

When a book is shared, it's normally shared in its entirety - the mechanics will be available in the digital toolsets, like the character builder, and the book can be read by everyone via the Sources menu. Monsters will be unlocked under the Monsters menu, and so on. If so desired, the DM can use the button to manage shared content in the campaign and block individual books; blocked books can't be read via the Sources menu and their contents won't be unlocked to be read via the Monsters or Feats or Backgrounds or other menus, but the mechanics will still be available in the toolsets (so a player who doesn't own the book but has access to it via sharing can always use a subclass or a race or spells or anything like that in the character builder, but can't see the contents of the book in other ways if it's blocked by the DM).

Shared Character options can be used in the builder for characters in the campaign where content is being shared.
