Even though this is an old thread, it seems like the right place for my question. I am currently running a campaign with 5 players. One of the players had to temporarily drop out, but has given permission for someone to use her character. I am trying to figure out a way to add her character to one of the other players so they can edit it. It will be easier if they can edit it as opposed to them telling me what changes they want made every time something gets added, or spells change. If I deactivate the one character, it goes to the unassigned character section. Can the other player go in and "activate" that character and it appear as his character along with his other character?

Whoever currently holds the character (perhaps the OG player?) has to go into the campaign (not the character sheet) and “unassign” the character. The new player can “claim” the character and take possession of it. It works same way it was explained just a few posts up.
If you unassign their character and another player claims it than they will have full ownership of it until you unassign it again if your using the campaign resource

A DM cannot unassign another player’s character.

It doesn't matter who unassigns it as long as it gets unassigned
The only person who can unassign a character is the current owner of the character, no one else can do it, not ever the DM
