Tiefling character that has a draconic demonic heritage who speaks Abyssal draconic and demonic who has or who is a shadow Thief / Shadow sorcerer dumping most of the points into dexterity Charisma and Constitution having a bow and maybe a wand of web The breath weapon would be from the green dragon so it would be poison So eventually once you got the Green dragons poison breath you be able to cast with the wand web and then you'd be able to use your breath weapon of basically it would be cloudkill would that work as a PC? Would that work or would it be OP? By the way no armor for this PC so that you can use spells and your bow thou maybe studded leather could be made to work
I want to point out that there are Dragon devils called Abishai in case you are interested. It would change the demon/abyssal into devil/infernal and nothing else.
You may also want to consider draconic bloodline sorcerer instead of shadow. Gets you higher AC and HP and fits origins. But just a suggestion, shadow is great too.
I am thinking that his background would be that he was banished from his demision that he only knew that his mother's bloodline was a tefling sorcerer and his father's was that of a high dragon and he awoke after being banished in our world that his crimes are something that he will never speak of but he is looking for redemption and to one day return home once more
I was told that this would be way OP is that true or isn't it that's my biggest question would not want to start a campaign and be like the one getting all the kills or end up braking the campaign and not making it fun for other's i am playing with as well
Mine has a draconic heritage in fact it's a green draconic heritage mainly for the breath weapon of cloud kill once per day
There is a green abishai, they are Dragon devils in servitude of the devil Dragon goddess. There isn't a rule that lets you cast cloudkill once per day (that's pretty over powered under level 7), and I would think that poison Dragon's breath would be more appropriate.
But I thought their poison breath weapon came out in a cloud anyway so it would be the equivalent of kill cloud or Cloud kill do you see where i am coming from?

If your character is a tiefling, where is it getting a breath weapon from? Furthermore, the damage and mechanics of the Dragonborn breath weapon and cloud kill are quite different. Or are you talking about home brewing a race?
This PC would have a demonic/draconic heritage the tefling part is demonic yet the scails of his skin that are very small and overlapping are formed from his draconic side of his heritage
He has scails in place of pours and they shimmer just as his green dragons do

You didn't really answer my questions. I presume you are making a homebrew race. If you want to do a breath weapon, I would suggest you use the rules for the green dragonborn's breath weapon as cloudkill is definitely OP. Keep in mind that since you are using homebrew, you have to get the DM's o.k.
But I thought their poison breath weapon came out in a cloud anyway so it would be the equivalent of kill cloud or Cloud kill do you see where i am coming from?
But not a cloud that pops into existence up to 120 feet away, lingers for 10 minutes, and totally obscures the area.
There is also the issue that cloudkill does 23 average damage per turn which will instant kill almost everything CR1 or lower and kill most CR5 and lower in 3 turns. This is way overpowered for any character under level 7. You normally have to be level 9 to cast this spell once per day.
Also, as has been mentioned before, there isn't any official feature that grants this spell. You are homebrewing (making up) an ability that lets you one shot monsters stronger than your character.
And if web was used first then they would have a very hard time getting out of the cloud and thats your point i was trying to make the PC a little less squishy something that could handle them selfs in a fight but i guess that i over did it a bit
His head is very draconic almost completely but it has 2 sets of horns smaller demon ones and then the larger dragon one's that sets with the smaller ones

Unless you go a spell casting class, this is absurdly overpowered. Instead of Cloudkill, use Green dragon breath. 5d8 per turn for a level 1-5 character using no action isn’t something meant to be in the game. I’d just go with the Dragonborn race but if you want to home brew it definitely go with Dragon Breath. As always, ask your DM.

So i will use green dragon breath instead of cloud kill even though its seems to do the same thing i.e. poison damage but i would want it as my shadow sorcerer/ Shadow assassin classes the problem with being dragon born is that you can't have those two classes with a Dragon born can you? Dragon born are str. Based mine would need to me dex.and car. Based with a high con. So how would it work with a Dragon born to be those two classes?
Any class can be any class. Also... Cloudkill does 5d8 per turn while dragon breath is a one time use of 2d6 that scales to 4d6... they are totally different. Anyways, I see your point why you wouldt want to be a Dragonborn. Dragonborn still get a charisma so it could work.

It sounds pretty well and thought out. I’d love to see a backstory for this character.

Yes? Race doesn't limit class in any way. I was just suggesting draconic sorcerer to match character concept and boost toughness.

If you’re going to add cloud kill to its innate casting that would be kind of OP low level.

Ok then i would change that to what you suggest what is the difference in damages between the two
