Is there a way to use the variant rule for custom backgrounds? I don't see it

In the core rules (PHB) you are able to create a custom background. Is this available? I do not see any option for this.

Yes, you can customize skill and tools proficiency in the character builder.

 If you take a look at the player's handbook page 125 there is a section called "Customizing a Background".

 

Can you at least change what skills your character is proficient with?
