It shouldn't take any time to figure it out. In fact, you should not have to figure it out at all. It is a basic question that shouldn't cause someone to hesitate.
I agree with bard on this.
Even though the toggle is easier to figure out than the rules of this game and will probably only set you back 5-10 seconds once, it is just an options toggle and shouldn't have required figuring out at all.
Though it is not a problem I think about often since I did solve it first try over 2 years ago and it hasn't come up since...
Hello! I have to say this is still confusing. My first time using the site. I got as far as my character name and icon, then had no idea if the options were to enable or to restrict. And sort of guessed gray was off, but red also means stop/no, so both seemed to mean off, to whatever the question is.
My suggestion would be right under "Allow or restrict sources..." have one extra line under that with a graphic of the switch gray and to the left with the word "Restricted" after it then a graphic of the switch to the right and red and the word "Allowed" after it. Then 100% clear and no question of wording.
Also I've played since AD&D first addition, but not really since 2.0+ or d20 SRD and some of these options don't make sense to me. So maybe a little "(?)" or "(i)" icon after the options which displays some brief description when you hover over it. Like I know of MTG but don't get how it would relate to D&D. Homebrew I think I get. The others just guessing at. Not asking anyone to explain them, just saying a little extra hover info would be useful for new players. I did check the box for help info. :-)

I think someone once suggested that the icon have a little on/off on the button. It might also help the colorblind, though I don't recall any complaining, so maybe they have an easier time of "grey means off" than the rest of us.
Also, d&d has several source books with content from other settings including MTG settings. The toggles are to filter out content that is not in the main setting so no one accidentally plays as an alien robot in middle earth.
And thanks, ConalTheGreat! A very nice resource for that info. And DxJxC too. Yeah having it say on/off would be partly helpful, but it still wouldn't be clear if you're turning on 'allow' or turning on 'restrict.' It'd have to say allow/restrict on the button, and not really space for that. But a google search brings one here, so I guess that's the next best solution. :-)

My apologies, I wasn't referring to this when I said that, some of the other things I have read though.

MTG and D&D are both owned by Hasbro and there are official campaign settings and adventures set in the MTG universe. Hope this helps. :)
Here is a nice little page that explains how all of that works. Its also linked in green in my signature

I did not know that. I guess that explains my seeing this at the game shop:
