It was only available through August 10th, so it's been removed from the site. The original posting indicated it would be permanently available, but circumstances changed, and they announced in several places on the forums and presumably other social media streams well ahead of time that it would be taken down (see, for example, this thread). I don't recall seeing anything about Runeterra hosting it themselves somewhere else, so I can't say if the content is available elsewhere on the web.
Question for Stormknight...so would linking a free pdf of the Bilgewater content violate the forum rules? It was freely provided to everyone...which is not (at least in my opinion) like linking a bootleg copy of the player handbook or something.
