You must have purchased Eberron: Rising from the Last War on D&D:B in order to use the content in the book, which includes the Artificer, in the Character Builder.
Alternatively, in November you can purchase Tasha's Cauldron of Everything when it is released, as it will have the Artificer as well. It is being reprinted to separate it from Eberron, as well as to celebrate the release of it's new subclass, the Armorer, in the same book.
You do not have to buy the whole book you can just buy the artificer class, or the sub class you want from the book. If you later decide to buy the rest of the book the amount you have spent so far will be deducted from the purchase price.

Go to the marketplace and find the book containing the material you want. (In this case, Eberron Rising), click on the book a new page will open with more details about. Book. Scroll down and you should see listings of subclasses and the like. Purchase the artificer subclass you want (the base class will be I clouded in the purchase).

Artillerist is a subclass of main class Artificer. When you get to level 3 of Artificer you can choose the Artillerist subclass or one of the others ones if you have it.
Can't seem to see this class on the add class list...
Is it because I'm already a ranger/rogue?

Okay, I purchased artillerist from ebrron's rising and I still don't see it in the class section to choose... Any ideas?
Nevermind... The order says 9.15.2020. I guess on my impatience I assumed it would be an automatic thing, Lol

No if you bought it you should have access, it does sometimes take 20 mins for the builder to sync with everything.
If you've waited a bit and it still hasn't unlocked, try clearing your cache and logging back into D&D:B
You might also need to turn on Eberron content on the home page of the character builder.
