1. Homebrew is on for all characters in the campaign.
2. My issue is with Monsters. And not with items used by characters so unless there is a campaign homebrew setting I'm missing... I feel like this is missing functionality

My understanding is that as long as Homebrew is turned on and you have sharing enabled it should be shared. May need one of the mods to take a look for you, or as you say it may be missing.
Unfortunately the current situation is that unless the monster is public, it's not shareable with people in your campaign. This is a tad annoying simply due to the fact that I often have to create homebrew to represent NPC's in published adventures because they have slight differences to core NPC's, but I can't publish them because they're WotC IP. Same goes for when I want to make a variation of a WotC IP monster, like I did with Felgolos (I made him more powerful due to his history in the realms). I wanted my players to be able to control him but they couldn't because I couldn't publish it.
My issue is that I can't publish my NPCs or Named Monsters to public because the moderators reject them regardless of IP issues.

I don't think Homebrew content sharing is working as intended.
One of the players in my campaign is new to D&D. She is playing a forest gnome bard, and she decided she wanted a squirrel as a pet ( which is a suggestion in the player's handbook). There is no official stat block for squirrel, so I decided to make one myself using weasel and rat as a template. Everything worked as intended, and I was able to add the squirrel pet to her character sheet.
Now here's where things get a little tricky. D&D Beyond said I could not share the squirrel stat block publicly, because it was too similar to the weasel stat block. No problem there, as I wasn't intending to share it with the public. There was an additional message that stated all Homebrew content is automatically shared with everyone in your campaign. Even though it said the content would be shared with everyone, it cannot be found in a search. It can be added to a player's character sheet, at least by me, but as far as I can tell the players cannot find it in search results.

The only work-around that I've found is that if you have content sharing turned on, anyone in your campaign can add a creature to their character's character sheet, and through that, they can add and then see your custom monster stat blocks.

Soooo How is it found then? I also want to share a monster stat block without making it public and can't seem to figure out how.
