At the moment the Compendium is only available when you have an active internet connection. An offline version WILL be available in a future update, so for the moment we just have to wait it out.
Is there any predetermined release dates for phase 2 and phase 3 content?

Nope! No dates revealed for either phases yet. Phase 2 can't be that far off though.
