Well, semantics is about semantry, which means it relates to meaning. The issue is one of clarity by syncing the word to it's meaning better than the one already used. Both Ambition and Aspiration implies agency, which implies an IC goal. That will tend to confuse people with the other milestone term, as the other one is supposed to be IC, not this one.
Fate is likely a bit better. Destiny seems like it would be befitting the fate that separates, say, tier 1 and 2 characters. I. E. A big story arc moment
Would it borrow too much from Pathfinder to call it, "path"? Or brainstorming, "course," "purpose," "chapter," or "plot"?
Please remind how to come up with Agenda & Destiny entries. Is it okay to do basically the same kind of thing twice (e.g. - what I have just entered in my character sheet).

Agenda is a character's goal. Specifically their near-term goal, such that is can be the next step of a larger goal or not. It just needs to be defined enough to be clear when it has been achieved.
Destiny (or whatever we end up calling it) is an outside force, not the character's motive. In-narrative, it might represent the will of the gods or some more esoteric force, but OOC it's something the player assigns to their character because they want there character to go through it. It can be used to highlight parts of the character (personality, backstory, etc), or just give your DM an idea of what you want the game to include. In one session 0 for a game in this setting, when a player heard trains exist in Q'rath Set, she immediately said, "Man I want to have a sword fight on the top of a speeding train." I told her to make that a Destiny.
Sorry, I'll rephrase. People use semantic as a synonym for arbitrary or meaningless, but to be semantic means to be related to meaning or logic. I'm looking for a term where the meaning is essentially the same but the implied degree of the meaning is lesser. Thus the semantics are the point.

Could it be called a "fateful moment" instead of a destiny. When I hear destiny, it implies to me a long term end goal for the character. But a fateful moment still sounds important but is broader in scope and not always directly related to where the player would like the PC to eventually end up. Maybe destiny should be a third category that is be tracked but doesn't count in leveling up a character?

True, I'll set up a scene in the between time later today. We might also want to set up scenes for anything else going on between. Sort of vignettes. Like Laitraxa getting to know Theena and Druaz, and Theena learning the ways of the ship.
