As he walks through the mushy, half-melted snow making sure to keep the hem of his red robes out of the slush. "Tell me you didn't journey all the way to Mulmaster just to learn more about snakes? Surely there are better sources closer to wherever you're from. By the way where do you hail from and what brings you to Mulmaster, other than serpents that is?"
Chadderlay pets Mister Fancy some more but as he turns a corner on his way to the library he will temporarily dismiss him into a pocket dimension.

Only Chadderly would likely know this. The group is comprised of hedge nobkes who directly extort the Blades for protection money. But agsin, Angus doesnt know this. I expected Chadderly would find it odd then thst he identified himself as an out of towner and a Knight of Myth Drannor. Ita not impossible, but the real issue is when he meets someone feom the cri.e syndicate, who would discern at length that he is not in fact a member of rhe group.>

The guards assume Angus is a Bastard Bull and as such their boss has instructed them to leave him alone. He is literally above the law, but that doesn't mean he can act with impunity. There are many forces at work in the city of contracts, a delicate web of checks and balances. 4D chess, if you like.
I think the guards' general sentiment of Angus would be that he is "somebody else's problem"
The shared basement of a number of small businesses is accessible through any of those businesses. They all have occupants. The library is literally on the same street, so the relative distance is about equal.

The others would not be allowed entry into either of those buildings, which is not to say that they cannot gain access, or even admittance, but it will not be granted freely. They'd have to be Cloaks or Red Wizards, or somehow otherwise tolerated arcanists to get ino the library, and at the least either citizens of Thay or having official business with Thay, or some unofficial business with a particular high-ranking person to be allowed in the embassy. Chadderly's rank is not high enough to get uncredentialed outsiders in on his word alone, but it is definitely not impossible to enter.

The Red Wizards are Thay-born historically, but the local Red Wizards are a separatist group, whose leader has named a new school, Artifice, with the title of Zulkir given to a secret, unnamed Lantan artificer, so the exclusion is far from absolute. Still, the city's rulers, The Blades, would insist that Tetrevess pay his debt for trespassing without writ or emolument. The Thayans could push back and might dissuade the Blades, but at a cost. This would be a difficult course to pursue.
Becoming a member of the Brotherhood of Cloaks, by contrast, is actually pretty easy. If you're interested in the brotherhood, let me know and I can give you more details - that goes for anyone capable of casting any arcane spells as outlined above (i.e. not through racial ability, only those from certain classes/subclasses.)

The Leaning Boot across town, other side of the harbor.
The Leaning Boot is a tavern in the cellar of a dockside tallhouse. For decades it has been marked only by an single old boot, nailed to a post at the top of the steps at street level. The interior is dimly lit and tends to be quiet, making the subterranean bar a favorite of the few dwarves in Mulmaster, older locals, and a handful of dedicated alcoholics. The Leaning Boot is the only place in Mulmaster proper that serves half-orcs. The cellars are damp, making corked bottles swell and burst open over time. As a result, only ale, beer, and other vat fermented beverages are served. Loud and merry drinking songs are forbidden by the owners, as if any stroke of happiness would disturb the sorrow of this place. Only Dwarven hum-songs are tolerated
If Angus told you he was a knight if Myth Drannor, you m8ght have some feelings about that, given their strong connection to Watereep:
Red Wizards are taught that Aglarond, Rashemen, and Mulhorand all want the Red Wizards gone so they can conquer Thay, and that distant financial rivals like Baldur’s Gate, Sembia, Waterdeep, and the Zhentarim all want to slyly dominate or come to own Thayan assets, and thus are constantly seeking to blackmail Thayans into acting for them.
"On second thought gaining admittance might prove difficult so instead we should seek the Leaning Boot tavern."
Chadderlay will correct course and move briskly and with supposed purpose in that direction. Looking back briefly at the others, "If your stay is for any length of time this will kill two birds with one stone."
After a minute or so of travel Chadderlay will address Angus, "Sir Angus Killburney, knight of Myth Drannor." Leaving a small pause before continuing, "It is a strange claim for one of the Bastard Bulls to make publicly in the streets of Mulmaster. It puzzles me why you would do so?"
