I don't know the timelines either; I just looked at Tolkien Gateway. 3014 would be good, as otherwise Éohild's backstory would need reworking. So this is actually during FotR, as Bilbo's Party was in 3001. It would be 4 years before Frodo sets out with Sam and Merry, so we have plenty of time.

As the campaign is as I understand it about preventing Denethor from being corrupted (for want of a better term) I suggest we placed it early in his reign. The Encyclopedia suggest he took over the Stewardship in III 2984 so why not start it in III 2990. I think the later date is too close to FOTR. Remember Gandalf was in Gondor researching the ring in the early 3000's unless you want him to be the person who instigates this quest.
It looks like Gandalf may have guessed that the palantír was making Denethor go crazy beforehand:
"Though the Stewards deemed that it was a secret kept only by themselves, long ago I guessed that here in the White Tower, one at least of the Seven Seeing Stones was preserved. In the days of his wisdom Denethor would not presume to use it to challenge Sauron, knowing the limits of his own strength. But his wisdom failed; and I fear that as the peril of his realm grew he looked in the Stone and was deceived: far too often, I guess, since Boromir departed. He was too great to be subdued to the will of the Dark Power, he saw nonetheless only those things which that Power permitted him to see. The knowledge which he obtained was, doubtless, often of service to him; yet the vision of the great might of Mordor that was shown to him fed the despair of his heart until it overthrew his mind."

According to the Encyclopedia of Arda's timelines III 2990 is just after Denethor's wife "Finduilas died at a young age for one of her line. For the next thirty years, Denethor ruled as a grim and serious Steward" so Finduilas' death in III 2988 could be seen as the beginning of Denethor's downfall when he first turns to the Palantir.
Yep that makes some adjustments to my background necessary, but I add this, Not really sure if we start in the North or near Edoras or even Minas Tirith. So further adjustments should be necessary to get things right. Anyway the general feeling of the PC is still there.
Rangrim son of Ruthol is a master piper and is Piper and Standard Bearer to King Dain II Ironfoot. His family have been pipers to Kings of Durin’s folk since time immemorial. His father was Piper to the King’s Gradfather, ‘Gror’, founder of the Dwarf-realm in the Iron Hills. As pipers to the King, Rangrim’s family are a key part of the King’s Household and are trusted advisers. Rangim carried the army standard and led Dain’s pipers at the Battle of Five Armies. Responding to the call from the Council of Helm’s Deep, King Dain has nominated Rangrim to be his, and therefore the Dwarves’ representative, on the mission to recover the palantir from Minas Ithil. Rangrim has travelled with his friend from Dale, Ordvarr son of Omund to participate in this mission.
As the Shadow's influence grows, Easterlings have began making raids on Dale and enroaching on its borders. Being from an important family, Odvarr became a captain of the Dalish forces, eager to smite the enemies of the Free Peoples. Odvarr's rise to fame began when he slew a powerful Easterling warlord during a defense from an Easterling raid. Soon, he was chosen to attend a secret council in Helm's Deep to combat the growing threat of Mordor...
