Jatrin flinch a bit seeing the old man talking back to the goliath. He respons to Tailine suggestion "Yeah I should be able to do that". He telepathicly says to Asaph'il "Thanks for your service" Jatrin then dismisses Asaph'il.
To Estellen "Sure, cause we've never heard that accuse before... Look you want a refund cause you're on some holy or important mission. Go get it from the city hall. If you're telling the truth that is. But the law's the law, and no one, especially random travellers, is above it!" He points to Asaph'il, "Look I gave you a choice, so make..." His voice trails off as the giant blue wolf just vanishes, causing the cart to tip forward slightly. "See, was that all that hard?"
"Now you just have to sign this and you can enter, you sign by placing your hand on the parchment." He holds out a number of pages, waiting. During this time a guard has had a cursory look over your cart and nodded towards the other.
As you place you hands on the parchments, it feels like it's burning your hand. Pulling you hand away you see that it's red and raw, but not burned. On the parchment a blood handprint appears, above it your full name slowly appears.
"In case you cause trouble." He puts the pages away in a slot in the stonework. "You are free to continue forward. Don't cause trouble" Both guards stand aside, the one with the trimmed armour being called to another situation off to the side.
It'll take 2 of you to pull the cart, but is easy enough between 2 (or more should you wish to help).
Moving forward you see the entire city is made of stone; buildings, roofs, arches, roads, everything. The entire place is also multilayered, stairs go up and down everywhere to more and more roads. You are well below the top level and well above the bottom level, the upside is the lack of rain. Although there are small waterfalls here and there as the rain filters down through the gutter system. You see guards or soldiers everywhere, all in plate armour, mostly Goliaths and Dwarves.
"We should see if we can claim this guy bounty somewhere in the city, a sack og gold easier to handle then roped up bandit." Jatrin guide the wildshapen Quil to the cart and hook him up on the cart.
You look and ask around for a bit, and are recommended about as many inns as people you talk to. You end up going to one not too far away and park up. The night and a basic meal will be 1 silver per night per person, and the cart is 1 gold per night. You get the idea that this is the going rate, but slightly on the cheaper side.
For the bounty they point you to the nearest of several guard posts. The guards within are just as friendly as those at the gate, but there are a few Dwarves as well as Goliaths here as well. You hand over the body for identification, but you end up having to wait for about an hour while a runner is sent out to fetch something. They return with a parchment with a hand print and a name on it, just like the ones you 'signed' at the gate.
The body's hand is placed on it causing the paper to glow slightly. They say a few things to each other, checking a wanted poster, and then proceed to count out the 1000 gp onto the table and pass it to you.
While the guards checks the bandit body Jatrin looks over the other wanted posters in the guard post. Seeing the parchment glow Jatrin intrested what going on. "Are those parchment the ones we had to sign before being allowed to enter the gate? Why was it glowing when his hand was on it?"
Jatrin takes the gold and put it in a bag. He smiles at the person "If there anybody else you need catching that close to the city I'll gladly help ya."
The dragonborn leaves the guardhouse and goes back at the inn where he give them 180 GP each. "I have put 100 GP of the bounty aside to cover our lodging and it should be enough to get a horse at a stable to pull our carriage when we need it."
He goes to the counter and put down 15 GP "This should cover 10 days for 5 people and a carriage."
Jatrin goes to Quilqwen "If we want to warn them about the danger we might try the cityhall like the guard told us. Maybe they take use more serious then the guard that instantly wrote you off as a lunatic."
Tailine's eyes get very big as the guard counts out the thousand gold pieces. She'll take the share Jatrin hands her and tuck the purse down the front of her shirt to keep it safe.
"City hall sounds like a good bet. I just hope they believe us."

The guard's responses are short and to the point, "Identification and sometimes tracking. The bounty boards over there." On it you see a few small scale bounties of minor thieves and the like of only a few gold each, but there is one other bounty set at 1,000,000 gp with no name and only the roughest of sketches. The sketch has hair, a face, and eyes, and that's about the extent of the information you can gain from it. The list of crimes is extensive and you struggle to think of any crimes they haven't committed.
The innkeeper takes the gold, but adds "If you're happy to stay in the group room, it has 6 beds in it but it's not that spacious, I can give you 6 days instead. It'd help me keep the single rooms for the individuals that come through. Up to you though."
It's late at night at this point, although a perpetual twilight hangs in the city with so many light sources. You expect that a place like the city hall will be closed at this time of night, and you probably want to clean up a bit before you meet the leader of a city like this...

I move forward and place my hand on the parchment. Then move aside for the next person. “Are all animals banned from pulling carts in the city?”
Estellen seethes, stepping up to place his hand on the paper before stepping back as quickly as possible.
Tailine will look the parchment over before putting her hand on it to see if anything is written on it in a language she understands.

I move to the front of the cart and wild shape into a draft horse. Then wait to have the cart hooked up
