You find the man and manage to stay hidden as you follow him around. He takes a long, winding path to Weave Avenue. Shadow needs to use another Pass Without a Trace to stay hidden. Please subtract the required amount of ki from your character sheet.
Everyone gets 533 XP for not fighting anyone in the house, another 350 XP for preventing a shootout and another 500 XP for surviving the slew of skill checks I threw at you. All total, everyone gets 1383 XP. I will now add the XP to your character sheet.
DM: Alright, XP added. If anyone is wondering what kind of progression we are using in this campaign, it's a mixture of milestone and XP. At the start of a new episode, everyone gains some levels. You follow the man to a subway station and after a long and quiet ride on the subway, you find yourself in Weave Avenue. Weave Avenue was once a bustling commercial zone with tall sky-scrapers being seen in abundance. After the Event, most of them had been abandoned. Now they loom over the streets and alleyways like giant stone tombstones, casting long shadows on the streets. With most of these buildings no longer being maintained or guarded, the denizens of Weave Avenue has set up stalls and pathways going through these abandoned buildings, creating a network of narrow twists, turns, tin roofs and slums. Such an environment is perfect for a black market to thrive in. It is also worth mentioning that this place lies on the edge of the city limits. However, due to the nature of the tall buildings and the network below, there is no wall here separating safe and dangerous. It doesn't matter much though. Most people that live here are criminals, hobos, junkies and dealers. This place is like a tamer version of the places beyond the city limits. Be careful here for if you get too lost, you might end up outside the limits and then you'll be in a whole another kind of trouble. You follow the man along the shady alley ways, ducking and weaving in and out of abandoned buildings, moving from corridor to corridor and going up and down makeshift stairs. This is only a taste of what it's like in the abandoned cities: a sprawling dungeon of rusted metal, filth, wood and improvisation.
The maze like alleys combined with Shadow's power keeps you well hidden as you spot the man walking up to a man with short red hair and pale skin. He is not particularly fat but that doesn't really mean much because Fat Tony is just a name. It is hard to tell what time it is in this place but your watches tell you it's now 12:10 AM. With night and day blended partially together in this land of lawlessness, there is still a muffled and reserved cacophony of voices, footsteps, shuffling and other miscellaneous sounds. Cast: Party Guy - Guy you followed here. Red Head - The other guy Party Guy's talking to
Red Head - The brat pay up? Party Guy - Yeah, he paid. Red Head - What's a matter with you? You look frazzled. Party Guy - Cops showed up. I got away though. Red Head - I guess that means the brat won't be buying anything from us anymore. Party Guy - Seems that way. It's for the better though. The kid wanted more White Haze and even Razorwire. A kilo of each! Red Head - Seriously? He'd never be able to sell that to the college kids in a week. Party Guy - Yeah. It's for the best that he got the cops on him. He was a shitty customer anyway. Red Head - Amen to that! So who's going to tell Fat Tony. Party Guy - Do we really have to though? These drugs don't really cost that much and who cares if one pain-in-the-ass buyer isn't buying. Red Head - I think we still need to tell him though. He'd want some kinda report. Party Guy - Well, why doesn't he come down here then? He always stays up in his building, buying this stuff from some weirdo from the lands beyond the limits. He gets pissy with us all the time. Red Head - I don't like the guy either. He got contacted by the weirdo not too long ago and now he thinks he's hot shit. You and me, we've been doing this for years and he still thinks he's better than us. Whispers listens very carefully to their conversation and when it seems to be wrapping up she is careful to help warn Ilia and Sam in time in case those two head in their direction so they can back off and hide. If not, then Whispers simply lets the two men go and looks to her companions, "We should go home."
And telepathically.. "We don't want to talk about any of this here.. and Sam is pretty tapped out I think. Yes?"
Well to clarify and summarize what you know, (In case I wasn't able to make it clear), Fat Tony seems to run his business from the Black Market you are in through his goons. However, Fat Tony himself seems to be in some sort of office which he uses to store the drugs and weapons. It also seems Tony's business was, until recently, a legitimate business. However, someone came from outside the civilization limits and sold Tony these guns and drugs for cheap. Also you deduce that since Fat Tony isn't the producer of these weapons and drugs, it stands to reason that there are many more like him. The root source of the drugs, the guns and the resulting rise in crime dwells in someplace not within the borders of civilization. Taking down Fat Tony might not put a stop to the problem but it might give you a clue as to where to look for the "weirdo" in question. You could always wonder around aimlessly in the restricted areas (outside civilization) but there are much better ways to commit suicide.
"We could confront these two and intimidate them into telling us where Tony hides. I think I could be pretty scary wielding a shotgun made of light, what with the eyepatch and all. How about it?"

How do you feel about images created with minor illusion being able to move? For instance, if Sam creates the illusion of a gun, can she make it move with her hand?
I just woke up and am checking the notifications on 5 different threads. Will check the spell Minor Illusion and let you know in a couple of minutes. I will update this post with the answer.
Yeah sure you can move the illusion. However, it must always be within range. (30ft)
"Hold on," Sam says, looking at her hands. A bit of black steam rises from her shoulders as there are some strange shifting colors before her. "Let me think about this," she says. "Come on, Sam," she says through gritted teeth. Finally, the shape of a gun begins to materialize before her. It's kind of wavy and semi transparent, but she nods to herself as it takes shape and looks better and better. "Almost there," she says. At last, a kind of machine gun appears before her. She reaches out and her fingers pass through it, then the gun moves. "Whoops. That won't do," she comments. The gun catches up to her hand, then, as she moves her arm, the gun moves along with it as if she's holding it. She looks at the others. "It won't hold up to close scrutiny, but maybe it will give us an edge."

DM: So I don't have to mention "land outside the limits of civilization" so many times, I'm just going to call it The Outlands from now on.
