If Thomas hears the mutters, he'll make a point of using Disguise self to change his form to that of some decrepit crone that comes out of the tower now and then (fully armoured, of course) to tweak the noses of the PPA even further. Later, discussing with his friends, he says "Funny how, less than 6 years ago, all these people were civilized, modern and involved citizens of the country. Now they are little more than primitive minds, frightened of anything that doesn't fit their worldview. The old adage of those who don't change, die has been reversed to an absurd extreme by the PPA."

“Can you tell me the difference between a witch and a wizard?" "Sure, a wizard is what they call you when they want to hire you, and a witch is what they call you when they're getting ready to run you out of town.” SunWolf replied ― Barbara Hambly, The Witches of Wenshar
"I suppose it's easy to believe anything when one unbelievable thing did happen," Sarah sighs. "Still, it scares me. I don't like the thought that we've left reason behind with electricity and flush toilets. Anyway, I don't expect things to go well tomorrow. We should set a watch and have the familiars patrol the meeting site."

Eight years but I get the point. On the other hand I've never had much faith in the rationality of 'civilized' people. I always believed that most of human advances were the result of a very small percentage of people and then I discovered that this idea has been quantified as Price's Law.
“Throughout history, poverty is the normal condition of man. Advances which permit this norm to be exceeded — here and there, now and then — are the work of an extremely small minority, frequently despised, often condemned, and almost always opposed by all right-thinking people. Whenever this tiny minority is kept from creating, or (as sometimes happens) is driven out of a society, the people then slip back into abject poverty.
Fire bolt- Shoot a streaking ball of fire towards a foe and deal a measly 1d10 fire damage. Use eldritch blast instead.
Fireball - Drawing magic from your inner reserves, you unleash a devastating nuke that explodes in a circle, hitting multiple enemies, and burning them to a crisp with a godly amount of 8d6 fire damage. Make your DM’s fights look like garbage. It’s also a nice way of TPK your entire party and have them triggered at you for the rest of the week.
Okay, so we wait for the PPA to sent Baron Lui with a watch and whatnot. When he arrives, I assume we assemble and stand around looking impressive while the MCs do their thing?
Oh, and a free prestidigitation clean to all our armor and clothes. Gotta make all the other groups jealous we've survived the apocalypse without underarmor funk ;)

‘Let’s not be passive aggressive and calm ourselves down. What has the PPA even done for us? What have they even offered to help us? All they’ve done in the years I was away was just bickering about politics and religion while the rest of us suffered. We had to deal with famine, hunger, rampant disease, and those are just a few to name. All these years of them not doing anything has led to the world becoming a survival of the fittest. You should be out of your mind if you even think about offering them towers and whatnot,’ spoke Blaize in a very patriotic voice.

"That's okay," Thomas says "I'll just be over here, cozy and warm in my temporary hotel suite. "To add to the allure, he conjures up a Tiny Servant to work on keeping the place clean, gathering wood, and other minor tasks. Regularly, he keeps watch with Gamliel's aid , his eyes and his magic sight, making patrol patterns every hour while in the upper floor with the telescope as well.

Sullivan just hangs out by the trees with his elk before the whole ordeal begins, being in accord with nature and his god. After a little while he joins in with the group, “So why do each of you despise the PPA so much?”
Thomas, for his part, shrugs at Sullivan's question. "It's not so much I despise them in general - though there are a few specific people that I think this world would have been better off without. They are brutal slavers, who conscript and tax to keep their Medieval style dictatorship alive. They force their belief and structure onto any culture they deem weak, and that usually means anyone not strong enough to stand against them. With their slave labour, they can slap together some pretty solid fortresses in short order, conquering by domination lands they have no right to. They have thrown away the vestiges of civilization wholly, not even seeing that diversity has a strength all it's own. Look at them! Scared like rabbits over a new kind of 'technology' - magic - and condemning anyone with these new abilities as witches and evil. A rampant, unreasoning prejudice that makes them weak for being unable to embrace the difference. Time will tell, but I see these bully-boys eventually destroyed from their backwards thinking, and I'm more than willing to hasten that day with my own talents, while still showing what civilized people do, such as this meeting and our assistance with it."

When the Change occurred Norman Arminger and his gangster allies took over Portland. They killed the existing government and drove half the population out of the city. That horde of people caused a lot of the local governments around Portland to collapse making it easier for the PPA to conquer them.
Moving this along. What are you doing in the night before the meeting. Where are you at, say, 3:30 in the morning... for example. If you are asleep a perception check with disadvantage. If you are awake a check as normal. Are you spread out, are you all together?
This post has potentially manipulated dice roll results.
All together and camping in the tower. Familiars on watch all night but we should also set a watch, helping as needed. Sarah will go in the middle, which is presumably the darkest point to take advantage of her dark vision.

OOC: What are the buildings nearby? Except for the tower. Is it only the hunter cabins?
Yes, split log construction.
OOC: That’s all I want to the for the time being :)

Hedwig is likewise deployed with instructions to watch for threats and anything out of place. Sarah considers the tents around the hunting cabin.
"Thomas, could we offer towers to the other factions? We would appear gracious and it would build our reputation."
This would offend the PPA
They would be offered a tower too :)
“No,” Aleister almost spits. “Never give them anything.”

"Don't worry too much, gentlemen. The tower isn't permanent," Sarah shrugs. "If you don't want to, though, that's fine."
OOC: Foiled, dammit! Foiled!

Perception: 24
OOC: Ouch. And that was with advantage.
