We could offer forced labor on the farm rather than death for repayment of their crimes but either way bandit types are too lazy to work and rather die on their feet... Eso felt a little stupid for putting herself willing in harm's way, she had a way with words but I could be a long time for the others to reach her if it went south. Too long. But if they could figure a way to solve this peacefully it would likely help their reputation in the long run and make their lives easier. So now there was no turning backing down.
You blend I to the shadows cast by the tower and the surrounding walls. You have begun to move a bit sooner than the other group taking care not to make any moves.
As you take position from the higher ground, to have a better look at the bandits, you notice that there is a sentry all the way up the tower. He is human and seems to be focused on something that is to the west and that he wasn t looking into your direction. A few brief flashes indicate that he has a mirror ans that he is using it.
Down, in circular room if the tower in front of a fire 6 others ba'dits are taking heatedly. A few word arrive to your hears.
"Kill us... What now.. Should we leave... "
Approaching group.
The group moves toward the center of the tower, moving past broken walls and several old tapestries of a red raven.
À man, an elf, steps out from the shadows his bow ready. In a string voice but keeping his sight ilin you at all time he says.
"We got company."
There is a ruffle and hushes in the ruins before 6 men of varied races step into the open. They all have weapons drawn and they seem to have been packing.
À half orc, standing taller than the others moves to the front.
"Who are you and what do you want?" though he acts angry you can see beeds of sweat on his forehead

The leader moves in front of the group but checks behind to make sure they are still there.
He holds up his hand for all to see and says in a loud voice.
"They won't shoot unless they are provoked." he grins like it s a private joke but you can all see that it falls flat for everyone, even the others bandits.
Arm will also draw his bow and ready an attack, not on the bandit who speaks or who appears to be leading, but on any of the others: Attack: 7 Damage: 9. (If he's hidden, and can take the shot with advantage when the time comes, then the other attack roll is 11)
Eso steps forward, drawing the attention of the bandits in hopes that they will better listen or watch less closely for her allies in the shadows. "I am Eso, my fellow companions and I speak on behalf of the Council, your actions against the local population fall into the category of banditry. A crime that is punishable by death. My fellows and I come before you to offer you a single chance to submit to service of the settlement for a different sentence. All those who surrender now will serve as farmhands, scouts, and guides for a period of no less than 5 years. In the end, you will be free to leave or be given a homestead in the community in recognition of your service and value to the community that has formed. Do not allow your leader to make the decision for you, each of it must make it for himself. This is a one time deal."
She hoped it was enough, broad for if the others wanted changes but set in stone and to a degree fair. A few years of service would be better than death would it not?
"Yes something along those sorts of lines, now we may lower it due to the fact that we are fairly new around here. I do not wish to punish someone for something that did not realize it was a crime. We just wish to make sure that you do not harm or extort anyone else." Keyyra says

Keyyra, you see the man retreating. He was one of the man who was at Savannah's fort.
Eso's words roll over the group of bandits and there is a stunned silence. Then the leader, starts to laugh and one by one the others do. (Using passive perception.) You see that not all of them are laughing. The elf and one of the human, the one who saw you fight, are not laughing. The elf relaxes his hold on the bow and dips the arrow.
Tension is still there though.
"Ho ya, " the half orc says " That is a nice plan, but I would like to see you try. The Circle will not let you."

Seems like the half orc and the bandits are more afraid of the Circle than they are of retribution from you.
"Firstly I would ask you not be one threaten us, as your compatriots there would know we are not bad fighters by any means."
