The Vice Officer resists Ormond’s shove, replying, “But that’s where you’re wrong. I know that I’m stronger than you.”
Two scimitars once more against Ormond! However, he doesn’t have his knife, as its in Roland’s chest. Attack: 18 Damage: 7 slashing and Attack: 13 Damage: 8 slashing
The first blow sinks heavily into Ormond’s side, but he easily parries the second blow.
The wind is knocked out of the Vice Officer as both an arrow and a REPTILIAN CANNONBALL collide into him.
Meanwhile, the other militiaman, firmly pinned by the inferno around him, as grown truly desperate. He’s throwing his sword at Deshi, Attack: 5 Damage: 7 piercing damage!
The sword clinks off of his shell. The guard’s jaw drops and looks mortified.
Feeling the plunk of the guard's blade, the tortle turns and shouts, "Deshi would highly encourage you to exit the carriage before the fire becomes unmanageable!"
Getting leverage from the tortle, Ormond puts his back into it and, again, attempts to push the grappled Militia officer out the window, shouting, "Up and out, Vice Officer!"
The Vice Officer is going to grapple Ormond toward the window (flipping you both) (Athletics: 24 vs 12). With great strength and gusto, Ormond is flipped around and now is being the one pushed out! He’s going to attempt to shove you out, (Athletics: 14 vs 23). Forgot multiattack doesn’t apply here.
However, the bout is still 0-0, no one is actually doing anything.
Penny takes the situation in, hops over to the sleeping lady passenger, not waking her, and drawing her dagger, calls out to the grappling fighters, “Yield or I slaughter this innocent! Then that one! Then that one!”
No Deception or Performance, because she means it. Right? Not sure what to roll here.

The Vice Officer meets Penny’s gaze and grits his teeth, “You heartless monster, let them go! They have nothing to do with this!” The Officer looks to Ormond, “You’re right, I didn’t know you. I thought you had a shred of integrity left in you!”

Penny laughs, “He doesn’t know me! We just met, and if I could get his bounty, I’d let you keep him, and the hippo, too. But I don’t think you’ll be handing me any money, so... off the train, the both of you coppers! Make it quick!”

Alright, the militiaman is going to attempt something that will likely fail, but its the right thing to do!
He’s going to attempt to jump off of the seat that’s not on fire toward Penny (he obviously won’t jump all the way too her, but he’ll avoid the bonfire) Acrobatics: 5. That went well. He climbs the seat but slips on the wet chair and biffs it into the floor. He’s gotten out of the danger and into the walkway, but that’s it.
He looks both ashamed and defeated.
The Vice Officer is sharing a very similar look, but more defiant.

"I reserve respect for those that deserve it - and the Militia lost mine long ago," Ormond retorts through gritted teeth.
Ormond reaches for the Vice-Officer's scimitar and says, "Relinquish your blade - we both know what she'll do if you don't - order your man to stand down, and start moving towards the back of the car."
Assuming the Vice-Officer surrenders his weapon, Ormond will stow it and then pick up his own warhammer from the floor.
Seeing as you have him duped, and have offered the option to NOT jump out a moving train, the Vice Officer relents and gives you his blade. He, the militiaman, and the hostages will move to the back car if allowed.

Once he is disarmed, Penny will allow the hostages to be taken to the aft car, though she keeps her blade to the one until the end.
Once through, she will lock the door to the aft car, and then get to work on the car coupling with her crowbar (if she needs it), attempting to separate the rest of the train from the car we are in.

Ormond immediately gets to work on Roland, as he does he suggests aloud, "Perhaps those militiamen should be the last to go, simultaneously with the decoupling?"
Deshi mutters to themselves while Osskill hops fretfully between their shell and staff. Visibly distressed, the tortle banishes the bonfire and shapes the water around the ruined carriage to smother the remaining flames.

Drawing another arrow, Penny sights the Vice Officer again, calmly loosing it as the fire begins to lick at the car seats.
Action: shoot with shortbow at the officer, who is engaged with Ormond, so Sneak Attack qualified: 22 to hit, for 15 piercing damage
