As Torke pockets the paper, his gaze looks over the crowd's area of attention and sees the half-elf being apprehended. Torke thinks for a moment of the half-elf's use to him before covering his face with his longsword while gathering his breathe, and shouting out, "A man running from a large phantom bear has seen death in that alleyway!" He points to the alleyway he came out of, "It is now amidst the corners of this place, moving to killat any moment!" He focuses on making the tone sound shaky, yet horrified and panicked. Torke dashes away from the stage to further his act.
Samwell, hearing the proclamation and being so close to the action now, would also try to figure out if this Frankie character is telling the truth, and what his intentions might be. Insight: 6

Just as everything seems to be calming down, and Arophanis is being lead off, Torke shouts from the stage that a large phantom bear is coming then dives behind the stage. The entire crowd believes him and in a panic, rush passed Frankie knocking Arophanis free.
Torke and Prosinet then see that the speaker is ready to go, and the masterpieces have been secured to a cart. Frankie flails about the surging crowd looking for Arophanis.
Torke pays little care to the sounds of chaos behind him and moves toward the speaker in a stride. Approaching the speaker, he takes out the paper with the ordinances and keeps it on his right hand while saying, "I found this from a black-clothed man. I believe he said a word of the contest and a police influence, " He shows the paper to the speaker, "explain what you know, so I do not need my longsword."
Arophanis bobs and weaves around the crowd still shackled, but he makes it just in time to see Torke confront the Speaker. The speaker is currently at the head of three carts, two open and one full, and he turns to face Torke.
"Would you kindly step onto the cart first? We've already delayed quiet more than expected and I've no problem telling you on the way."
He mulls it over, and then looks Arophanis in the eyes while still addressing Torke,
"Perhaps it would be sufficient, for now, to say that the Officers are also incredibly well written."
Sam stops in his tracks when he realizes this man is a true officer of the law, but when the pandemonium starts he doesn't think twice about retreating back toward the exiting carts. Arophanis was only acting instinctively, after all, and hadn't really done anything wrong. Sam jogs lightly to catch up with the speaker, and makes sure to keep his longsword in view.
Seeing the pandimonium erupt in the crowd FrostBite pushes his way back to the stage to help fight the phantom bear. To himself he thinks, 'Well I didn't expect the day to turn out like this.'
Getting behind the stage he watches as the winners that had already made back start to gather around the carts. "Where is the bear. We have to help the crowd."
Torke continues looking towards the speaker to reply, "My answers should be worthwhile," He turns to look at the Half-elf and smirks, before moving his attention towards the dragonborn, "The bear was a distraction, do not waste the time I give to you." without looking back for an answer, he moves into the cart.
The speaker looks over the first cart, and sends the cart with the masterpieces ahead. It slowly rolls out of the alleyway the carts are lined up on in the direction of the docks. As the cart's wheels start to move, an extra dimensional portal tears open in the air several feet in front of the seat on the cart. A wizard steps through it just as the cart rolls underneath, and he takes his seat.
Staring back at the empty cart, the Speaker looks at Samwell and Frostbite, "Would one of you kindly grab the others? These carts only fit four people and a driver so you won't be missing anything but we really must be going." he looks over to the dispersing crowd, Frankie now quiet near the stage, and says, "As quickly as possible, if you'd be so kind."
Hopper seeing all of this happening and seeing Aphronis get put in handcuffs and then slip into the crowd. Approaches Frankie. Keeping himself between Frankie and Aphronis Hopper Starts profusely apologizing.
I..I.. I am so sorry for the mis understanding officer. RePeating himself and A few more times. Hopper feeling guilty he kind of started this and also to cover his comrades escape. He tries to make his way back to the stage.
"Well the distraction worked. Now we just have to make sure everyone is together." Turning towards Arophanis, whom he assumed was the voice in his head. "Not sure it was the notice. Some people just don't like to be touched."
Before heading back on stage to see what was holding everyone else up FrostBite turns to Sam. "You go with this group. I will find the stragglers."

While still in the city, Arophanis manages to unlock his shackles and they drop to the floor of the cart.

Hopper watches the first cart roll away out of sight. Frostbite turning from it, walking towards him.
Frankie sees the first cart leave but its far too late by the time he does. He starts to make his way over to the second cart.
