are you trying to make a pugilist character within the campaign that it's shared in, or are you trying to make it outside of the campaign? Shared materials are only available in the character builder within the campaign that they're shared in.
Fisticuffs states that improvised weapons have the same mastery property and that you have gained mastery over simple weapons and improvised weapons but neither proficiency for or mastery of are indicated on the character sheet. I'm wondering if I'm just reading this wrong or is it bugged?
Also is there a way to indicate using an improvised weapon in the character builder?

The brace up is only doing 1d10 + level when it should be doing 1d10 + level + Constitution mod and cross counter is only doing 1d10 + level when it should be doing 1d10 + level + Strength mod.
Brace up for me in the description is giving the correct calculation in the action however it is missing the Con Mod
This is a current system limitation. As such, these rolls have been hidden on the sheet.
If you'd still like the roll displayed, you can go to Actions, click the feature text, and open the Customize menu in the sidebar. From there, you can manually add a damage bonus and click "Display as Attack".

EDIT: i was replying to a message that said that they are still unable to select the new weapons' weapon masteries.
Basically: i can't seem to find the new weapon masteries anywhere, am i missing something?
I have just run into the same issue. The pugilist weapons do not show up as options in the weapon mastery features of other classes, with or without multi-classing.
I was double checking something. The pugilist fisticuff features should interact with the beast path barbarian, since it is explicitly stated those attacks are simple weapons as well as natural weapons, it currently does not interact with them
When you enter your rage, you can transform, revealing the bestial power within you. Until the rage ends, you manifest a natural weapon. It counts as a simple melee weapon for you, and you add your Strength modifier to the attack and damage rolls when you attack with it, as normal.

The 6th level "Deal with the Devil" feature for Hand of Dread. Is not actually applying the spell to the spell list for you to read/see its effects
