The Dragonmarked races like the Mark of Passage Human and the Mark of Warding Dwarf only grant access to the 2014 versions of spells.
It's a 2014 book that has not been reprinted into 2024 version of D&D, so... yeah, that's intended.
Other 2014 stuff like the Fey Touched feat has been updated to include 2024 spells. The races in this book should be granting access to both, to follow that trend.
That's because Fey-Touched spell was reprinted in the 2024 PHB. There is no 2024 reprint of the Eberron book (yet).
2014 books use 2014 content. The Tasha's Cauldron of Everything, a 2014 version book, gives the 2014 version of Fey-Touched.
2024 books use 2024 content The 2024 PHB gives the 2024 version of Fey-Touched.

So, no. Eberron, 2014 version book, is not going to give 2024 versions of anything because there are no 2024 versions of anything in the book.

You can absolutely make a homebrew copy and replace the 2014 spells with the 2024 versions.
As a side note, if you're playing via Discord with the Avrae bot, the bot will automatically use the 2024 versions of the spells if your server or character settings are set to 2024 as the default.

Officially, any features that grant a specific spell (like 2014 Fey Touched's Misty Step or Mark of Detection's Magical Detection spells) will continue to grant the 2014 version of that spell. Any features that grant a choice of spell (like Fey Touched's second spell or Mark of Detection's Spells of the Mark) should include the 2024 versions.
That means Magical Detection (which grants the 2014 spell) is currently working as intended, but Spells of the Mark (which provides a choice among 2014 spells only) is not. I'll flag that one with the devs.
