On the monster page for Homunculus Servant, it should be page 62 of Eberron, not the basic rules.
That homunculus servant is the one for the artificer infusion Homunculus Servant, and so that listing is correct. It is from Eberron, not the basic rules

Presumably it's so you don't have to remember the name of the person in order to find the spell alphabetically in your list.

Currently, no. I agree that there should be some way to combine the listings so that you're shown the SRD version if you don't own the PHB and the PHB version if you do. But that's not an issue specifically relevant to the Eberron: Rising from the Last War book. (Except to the extent that the book names PHB versions of the spells instead of SRD versions, I guess.)

I believe it's an intentional design decision to mark it as "basic rules" content specifically so the statblock is accessible without owning the book. Only DDB can say why, but I think it has to do with making it so that you can buy just the artificer class/subclasses in the marketplace and be able to use all the included content in the character builder without being expected to buy another separate statblock in the marketplace.

That is strange. If you bought the sourcebook bundle recently (i.e. after the release of Eberron: Rising from the Last War), then I suspect it's an issue the staff will have to resolve for you by "resyncing your entitlements" (or whatever it is they call it :P). They'll probably respond within the next few days and fix the issue. :)
Just in case, can you link the character here? (You don't need to click "share" - just copy the URL itself when looking at the sheet.) That way the staff can double-check and confirm the issue.
I assume logging out and logging back in doesn't solve the problem?

Are you sure you purchased the whole book and not “Compendium Content Only?”...
I was trying to make a Halfing Mark of Healing Artificer but the Mark of Healing spells don't show up in the known spell list. I boosted the character to level 7 and at that level I should know 1st level spells cure wounds, healing word and 2nd level spells lesser restoration, prayer of healing. Only cure wounds shows up for me. Some feedback on this would be appreciated if I'm just totally doing this wrong. (My noob might be showing)

You're totally right ... this is likely not an issue with ErftLW ... I just happened to seei this on my Artificer. And ... damn, I could swear I wasn't seeing spell duplicates like this as of a few weeks ago.
Looking at my Bard now ... yeah, I see Hideous Laughter and Tasha's Hideous Laughter both available. I think it rang through louder on my Artificer, because the two Acid Arrow spells are both "Always Prepared" so I will always see them both in my spell list. Ugh. I'll do a search on regular Bug forum to see if this has already been brought up.

On the second character you have linked, the "Eberron Content" slider is turned off (to the left). You would need to turn it on to select a specialization at level 3.
The "Mystery Key" item shown in your screenshot earlier is from Xanathar's Guide to Everything, do you have that book (or the magic item from it) unlocked? While you can select the infusion, to create the item itself you would need to have access to it on D&D Beyond.
