2nd edition left Vecna trapped within his own Demiplane of Dread as a Dark Lord, with Kas in the neighboring domain. It was a punishment for directly intervening in the affairs of mortals, and only possible because he had manifested in his full power instead of sending an avatar.
The only information for 3rd edition was from a 3rd party publisher who could not use trademarked/copyrighted materials, though Vecna maintained his status of being a god.
Now with 5th edition, I find myself wondering if Vecna is still trapped within that Demiplane. I can't help but picture an Avatar of Vecna running things until he is freed.
The DMG says that his eye and hand are still floating around the multiverse. If he wasn't trapped somewhere, I'd think he'd keep both of his eyes and hands attached.

Both the Hand and the Eye have been floating around since 2nd edition, having been removed by Kas before Vecna became a god. He wants them out there in the multiverse, expanding his power.
Oh. Since Vecna's current whereabouts haven't been mentioned in any 5e books, I guess its up to you to decide where he is.

Vecna is being treated a lot like Asmodeus is, as near as I can tell. The Lord of the Nine has "the powers of a lesser god;" which can mean he is a god, or just is as powerful as one, depending on what way you want to go. Officially, the Dark Lord is a god in Forgotten Realms, but there's wiggle room for any other location. There seems to be a default of "if you ever were a god, you still are" stance, so I would assume yes, but there's no absolute answer.
From what I know, Vecna left Ravenloft in the transition from 2e to 3e, and is part of the default pantheon of 3.x. I believe the (2e?) module, Die Vecna Die! details his escape from Ravenloft. He also appeared as a god in the Nentir Vale, as I recall, so he's clearly made it out of the Demiplane of Dread.

I'm not sure about the official content from WOtC, but taking Critical Role as an example (DM'ed by Matthew Mercer) Vecna was not yet a god but a powerful lich. After a lot of preparation and planning went to the efforts of channelling enough power through "ley lines" to restore Vecna, he came back to the material plane as his powerful lich self, except very shortly after he completed the "Ritual of Seeding" and ascended to godhood. In Matt's campaign, Vox Machina (the PC party) managed to banish him to beyond the Divine Gate where a lot of the other deities are sealed, namely all the Betrayer gods.
So I guess interpret that however you like in your campaign, I just thought it was worth noting.
He was a demi-power prior to the events of "Die, Vecna, Die!" where he escaped the Demiplane of Dread and entered Sigil, where he ascended into a Greater Power.
After getting booted out by the PCs, he lost almost all of the power he had and was jettisoned into the multiverse. Since then there have been no big Vecna modules to tell us what he's been up to (from memory). So we've only really got the core books to go off.
I was note part of Living Greyhawk, so I may have missed something there.
Vecna escaped from the Demiplane of Dread in the last 2e module Die Vecna Die. Were he successfuly broke into Sigil and powered himself up to the level of a greater God and started remaking the multiverse from the center of Sigil. However the PC's can destroy the Avatar he is using to do this. As he needs his true body to hold back the Lady of Pain, who due to Vecna using a power source as old or older then her in this scheme has gained partial immunity to her powers. Namely she can't destroy him or boot him from sigil, only cause him intense pain.
Destroying the Avatar stops the remaking of the universe and causes Vecna to lose much of the power he was adsorbing. The break in his concentration this caused also allows the Lady of Pain to banish him from Sigil back to his plane of origin the Greyhawk setting.
Vecna while his plan ultimately failed ended the adventure better then he started. He was originally a Demi God trapped in the Demiplane of Dread and the Adventure ends with him free in Oerth and he did not lose all the power he gained and so leveled up to a Lesser god.
Not all of his remaking the universe was undone and was used to explain the differences from 2e to 3e.

I think he's considered a god in 'normal' 5e. He was listed as such in a previous edition or two, due to his efforts in Die, Vecna, Die.
He in the Dawn War Pantheon in the DMG and in the Grewhawk Pantheon in the PHB. I'm using him as that in my homebrew game.
