I'm interested in creating a "Revised Archivist" Artificer subclass and posting that to DMs Guild. Finding a way to fit the UA Archivist subclass, which was dropped in the official release of ERftLW, into the finalized level structure. I'd mark it for "Pay What You Want," in case that matters.
Is that allowed? Like, is UA content considered part of the accessible "Owner IP" or "Program IP" that the community content agreement permits me to use for DMs Guild creations?

She's a Community Manager for DMsGuild/OneBookShelf, as far as I know.
Someone went through the effort of creating and sharing the old WGtE Warforged (with sunraces) and a day later it was gone, even though WotC no longer supports it. I was very upset with this,
I would count on being allowed to share a UA Archivist you do create.

The warforged was part of WGtE, and was NEVER UA material. Those of us who had WGtE purchased it. The very least WotC should do is allow us to recreate the WGtE version as Homebrew after all, we PAID for the silly thing, along with the WGtE Changeling.
From what you linked, the WGtE version of the Warforged should not be even covered.

The version of Eberron races presented in this Unearthed Arcana article are exactly the same as those presented in the original version of Wayfinders Guide to Everything.
As with all Unearthed Arcana content (or any other content owned by another party), our rules do not allow users to publish it as their own homebrew.

I can't speak for DMsGuild, but I can confirm that you are not allowed to publish copies of Unearthed Arcana playtest material on D&D Beyond.

I'm pretty sure D&D Beyond's homebrew publishing guidelines explicitly forbid this: https://www.dndbeyond.com/homebrew-rules-guidelines#ForofficialDDContent
You can manually recreate it as private homebrew, but publishing it wouldn't be allowed (as Stormknight pointed out earlier).
