Now, is that part of that character's alignment? Would he in good conscience do that while party members get clubbed? CN...CE...NE I would say he's playing his/her alignment.
Maybe impose disadvantage because the target is moving around too much Maybe provide advantage because the target is too worried about taking a great axe to the skull from the tricksters companion.
Pantsing....that to me is a bit to much like an attack. But if a successful sleight of hand was enough to unbuckle a belt, then maybe their is a chance the pants fall, or a scabbard fall or a utility belt fall. Pantsing seems like the opposite of a wedgie, which I would not allow either.
