Is there any official paragon rules that are existed DND for me to use as guide for my campaign? If so please and help me to become a best DM for fellow players to achieve their goals against my three NPC Paragon bosses.
If you're looking for a way to give 20th level player characters some form of advancement, the DMG has rules for it in the form of epic boons and other rewards.

This edition has a hard cap at character level 20. Total, so multiclass levels added up can not equal more than 20. Beyond that, as flaxo said, there’s things like epic boons.

Paragon isn't a thing in this edition of the game, at least not officially, so I'm not entirely sure what you mean by a paragon.
