That won’t work since objects and areas are legitimate targets for Permanency.
I'd just ignore it for spells that target areas, the abuse potential is quite limited (maybe a gold cost, but that's all). The only spell that targets an object is invisibility, and that's such an edge case that I'd probably still ignore it.
So a potentially limitless number of walls of force/fire is alright by you?
How about make it an Artificer ability and have it consume a number of Infusions equal to 1 per spell level, or something?
Basically, have the Artificer create a Spell Battery that sustains the magic as though it were a magic item.
Or have a Permanency spell that locks you out of Spell Cast +3. If you want permanent Disguise Self, then you have to give up a 4th level spell slot indefinitely. If you want a permanent 6th level spell, then you have to give up your 9th level spell slot.
Edit: Conveniently, both routes cap Permanency at 6th level spells with roughly the same Character level.
Not quite, no. It’ll last until triggered, but then it has a duration just like normal. With Permanency, it’s there fully active until dispelled. Waayyy more powerful.
You could possibly achieve this by either repeated casting over many days, adding material components, or upcasting. Major Image, for example, becomes permanent when cast at 6th level.
