DDB is not like Roll 20 or Fantasy Grounds which are true VTTs. I've only purchased one campaign through Roll 20 but it mostly did what you are asking about. Everything was there and I just added the players. DDB isn't there yet. New features are being added all of the time but the ability to just run with a campaign after you buy an adventure book isn't there yet.

No, you do not need to pay anything. You just need to create an account. Just know that you'll be limited to the Basic Rules. You'll need to buy books (or parts of books) to unlock additional content.
One of the best uses is to distribute info sheets that detail character knowledge that players easily forget between sessions. This can include background and local knowledge that the characters have for the players to review as needed. I use the public notes for this while having my DM version in the private notes. This includes things like the public personas of NPCs in the public notes and their faction and hidden connections info in the DM version.

Did you buy the module? Most of them aren’t free.
In this day and age of covid driven remote sessions it is really useful, as well as being able to share content across your group (I have a friend who isn't part of my campaign but has added a character to it so we have access to all his stuff as well and I have done likewise) and as a DM have full access to every character sheet, there is also a dice roller that allows you to roll against your stats in the app and everyone can see the roll, the encounter builder is currently in Beta testing and in Alpha testing is allowing the GM to roll monster rolls and track hit points, not sure when that is coming for general use. In addition if you use Discord you can install Avrae, which is now owned by DnD beyond, and link your campaign to your discord in game channel. That means your players rolls in DnD beyond all show up in Discord.
What it is missing is a more detailed Campaign Builder allowing for different pages and files for the DM to manage the campaign.
