no it´s not also i would like to see the worldbuilding implications of that
You cannot control what people can enter into the "gender" field of Description tab of character creation.
However, when making your race/subrace you do get a description box where you can certainly describe things about that race/subrace including available genders and any other information you may want about procreation, identity and culture. While this isn't something you can enforce mechanically in the homebrew, any DM would have to read this and may then ask the player why their character is listed as male for a female-only race/subrace.
Should you be able to mechanically impose a gender? No. Because there may be some other reason why they can select Male in a female race such as transgenderism, spell mishap, and more. It allows for exceptions which can present more creative character choices.
