Yes, because you cast it afterwards. You cast a different spell and then permanency on your next turn.

Prior to seeing this I was thinking of homebrewing up a permanency of my own but this looks really well balanced so I'm going to use this if I even need it for my campaign

I think permanency spell could make a good potion. A very expensive potion.
Once drunk by someone unintentionally must make a wisdom saving throw or all effects on them are not permanent. Is drunk willing/intentionally (knowing what they are drinking) the potions an auto success and they are stuck with everything benefiting/debuffing them/affecting them. Whomever drank this potion.
Potions looks like
A black liquid that changes to a white color every five seconds then changes to black after five more seconds. Shaking the bottle would not change the liquids change in color or timing.
Nice job, it’s both overpowered and useless at the same time for reasons described in earlier posts. The 3e version at L5 was about right I did home brew it some for my campaign back then ( not dispellable, subject receiving spell pays the experience cost (technically the mage casting did as well with the subject transferring to the mage so the mage stayed even)). The place i found it most useful was actually in magic item creation where I used it as part of the enchantment process. I could use an official ritual spell like that in 5/6e.
