I'm trying to replace the damage type on the Dragonborn's breath weapon with radiant damage. That's all I want to do. But no matter what I do or how much I mess with the race editor, I can't get the breath weapon to show up in the description page or character sheet. I would add it as a custom action to get around the problem, but custom action doesn't allow me to specify that it's limited to once per short rest. I have 'is called out' checked, so I don't really know what's going on.

Only Moderators and Staff can view unpublished homebrews. So we cannot see that. BUT DON’T PUBLISH IT! If you do we would only be able to read the descriptions, not look at the actual guts of it. And if you publish it you will have two issues:
You won’t be able to edit it anymore, you would have to “Create New Version” to edit and that would likely cause it to drop traits so you would only have even more work to do to make it go.
It would be against site rules since it isn’t different enough from the original Dragonborn to count as original work.
As Psedonymn mentioned, if you just use the original Dragonborn as a template you would only need to add an additional chroma or metallic (or a Gem hue) as an option, and the the Breath Weapon and Resistance options to those Traits by simply duplicating what you see as already programmed. (The only difference is that they programmed the PHB Options and bypassed the Description field and you would have to enter a description for your added color/metal/or Gem.)
What I can point out is that the Description field is not what gets displayed on character sheets. That is what we see displayed in the entry, like this for example: (https://www.dndbeyond.com/races/dragonborn) What gets displayed on the character sheet is the contents of the Snippet field. If you don’t include an entry in the snippet field for that racial trait, then it has nothing to display under Features & Traits. (Likewise, the contents of the Snippet field for the Action is what gets displayed on the Actions page of the chart sheet.)
In addition, after you add/alter/remove anything from any Homebrew, you MUST re-save the whole entire thing using the main [SAVE CHANGES] button under Basic Information. Only then will the system pick up your alterations.
After you [SAVE CHANGES], there is a delay while those changes work their way through at least a couple servers to get from the content server to the characters server. So be patient.
A final point, you don’t need to create this as a homebrew at all. The PHB Dragonborn are generally acknowledged to be obsolete. That is why the updates “Draconic Dragonborn” (I know 🙄) are currently available for playtesting prior to their official release coming soon! As far as I am aware, folks expect them to go through pretty much as is because the new versions are neither bad, nor overtuned. (They hit the Goldilocks point on this one on the first try this time.) Simply go to the Home tab of your character builder and make sure “Playtest Content” is toggled on (red, to the right). Then you can pick the “Gem Dragonborn.” Instead of shoving them all into a single race with no subs/variants like they did in the PHB, they separated the Chromatic and Metallic into two separate variant races this time and (finally!) decided to show some love to the Gems that they left out the first time. You’re gonna want to select the Chrystal Ancestry option, that’s the one that does Radiant Damage.
Not only will that 👆 save you the hassle of Homebrew it, but the updates actually feel like a whole race this time instead of 3/4 of a race that someone forgot to finish.

The damage type menu is there, on a page titled Edit Action for Breath Weapon - Black (or whatever) Dragon. You'd then change Acid (or whatever) to Radiant in the Snippet on that page and the prior page (Edit Racial Trait Option for Breath Weapon) as well.
